MEETING PROCEDURE:

Comments from the Public are welcome during the meeting: Comments not scheduled on the agenda will be heard under Public Comments; and Comments on all scheduled Agenda Items will be heard immediately following the presentation by Staff or Petitioner. Please wait until you are recognized by the mayor and keep comments as brief as possible. The Council will act on an Agenda Item after comments from the Staff and Public have been heard.

3. Call meeting to order.
4. Roll call.
5. A public interview between the Tecumseh City Council members and Tim Underwood concerning the possible appointment to fill the term of former City Council Ward 1 Linda Farris. 
6. Discussion and possible action on appointing Tim Underwood to fill the unexpired term of Ward 1 Council member Linda Farris expiring December 31, 2026. 
7. Review of the City Manager’s report.
   • Contractors have been working on road between Benson Park and 13^th to lake.
   • Received one pump and motor and finished pump and motor installed at water plant.
   • Replaced one pump and motor on floating dock.
   • Repaired effluent line at the wastewater plant.
   • Wastewater plant had pump truck clean out influent basin.
   • Talked with ODOT about the purple heart signs and they will give the City 4 new signs for highway right of ways and the two signs presented to the City will be used on Gordon Cooper and Broadway Extension.
8. Consent Agenda

   All items listed under the consent agenda are deemed non-controversial and routine in nature by the governing body. They will be approved by one motion of the governing body. The items on the consent agenda will not be discussed. Any member of the governing body desiring to discuss an item on the consent agenda may request that it be removed from the consent agenda and placed in its proper order on the regular agenda. It will then be considered at that time.

   1. Receive and approve the minutes of the Regular City Council Meeting of August 3, 2026.
   2. Review and approval of the purchase orders.
   3. Review of the Financial Statements.
9. Consider Items Removed from the Consent Agenda for Discussion.
10. Consider and Act on items removed from the Consent Agenda, if any.
11. PUBLIC COMMENT: The purpose of the Public Comments Section of the Agenda is for members of the public to speak to the City Council on any Subject not scheduled on the Regular Agenda. The City Council shall make no decision or discuss the matter. At the request of any Council Member, the matter may be scheduled for Council discussion and/or action at a later date. THOSE ADDRESSING THE COUNCIL ARE REQUESTED TO IDENTIFY THEMSELVES BY NAME AND LIMIT COMMENTS OR QUESTIONS TO 3 MINUTES.
12. Discussion and possible action on appointing the City of Tecumseh Police Department Office Manager as the custodian records clerk pertaining to all City of Tecumseh Police Department open records request.
13. Discussion and possible action on purchasing a dump truck to be used for the Street Department in the amount of $49,670.00 from D & D Truck Sales, Inc.
14. Discussion and possible action on Budget Amendment #1 for the General Fund.
15. Discussion and possible action to allow the City of Tecumseh Fire Department to advertise for bids for the removal and refurbishment of the squad box currently on Squad One, then to be reinstalled on the new F-550 cab and chassis.
16. Discussion and possible action on Resolution 2026-07 pertaining to Project Application for Municipal Road Drilling Activity Fund with the Oklahoma Department of Transportation for a grant to fund resurfacing Benson Park Road from Highway 177 to 13^th Street. (Pottawatomie County Commissioners will be handling the grant.)
17. Discussion and possible action on the agreement with the Pioneer Library System and the City of Tecumseh for 2027.
18. Discussion and possible action on the Master Service Agreement with Caselle LLC for the utility software and operating software for City of Tecumseh in the amount of $87,076.00.
19. Public hearing to determine whether 18895 SHARON ROAD, Tecumseh, Oklahoma, should be rezoned from A-1 (Rural Agricultural District) to A-2 (Suburban Agricultural District). The proposed use of the property is RESIDENTIAL. The Applicant, city staff, and interested persons may speak in favor or in opposition to the rezoning. planning commision recommended approval of the application.
20. Consideration and action to rezone the property at 18895 Sharon Road, Tecumseh, Oklahoma, from A-1 (Rural Agricultural District) to A-2 (Suburban Agricultural District).
21. Consideration and possible action on Ordinance No. 884, rezoning the property at 18895 Sharon Road, Tecumseh, Oklahoma, from A-1 (Rural Agricultural District) to A-2 (Suburban Agricultural District).
22. Consideration and possible action on declaring an emergency and approving and adopting the emergency clause for Ordinance No. 884.
23. Discussion of the Tecumseh Youth Sports Association 2026 contract.
24. Discussion and possible action on the 2026-2027 City Attorney contract with Henry Hopkins Atwood & Brackeen, PLLC Firm.
25. Discussion and possible action on the First Amendment to the City of Tecumseh/Tecumseh Utility Authority operation services agreement with U.S. Water Services Corporation for the wastewater treatment plant.
26. Discussion and possible action on the Agreement with the Independent School District No. 92 and the City of Tecumseh for a school resource officer. 
27. Comments and inquiries from Council members.
28. New Business: Any matter not known about, or which could not have been reasonably foreseen prior to the time of posting the agenda.
29. Adjournment.
