Comments from the Public are welcome during the meeting:  Comments not scheduled on the agenda will be heard under Public Comments; and Comments on all scheduled Agenda Items will be heard immediately following the presentation by Staff or Petitioner. Please wait until you are recognized by the mayor and keep comments as brief as possible.  The Council will act on an Agenda Item after comments from the Staff and Public have been heard.

Any member of the governing body desiring to discuss an item on the consent agenda may request that it be removed from the consent agenda and placed in its proper order on the regular agenda. It will then be considered at that time.

7. Consider Items Removed from the Consent Agenda for Discussion
8. Consider and Act on items removed from the Consent Agenda, if any.
9. PUBLIC COMMENT:  The purpose of Public Comments Section of the Agenda is for member of the public to speak to the City Council on any Subject not scheduled on the Regular Agenda. The City Council shall make no decision or discuss the matter.  At the request of any Council Member, the matter may be scheduled for Council discussion  and/or action at a later ate. THOSE ADDRESSING THE COUNCIL ARE REQUESTED TO IDENTIFY THEMSELVES BY NAME AND LIMIT COMMENTS OR QUESETIONS TO 3 MINUTES.
10. Discussion and possible action on the conditional use permits.
11. Discussion and possible action on approving payment request for town square building coes in the amount of $17,594.60 for AST replacement clinic.
12. PUBLIC HEARING TO DETERMINE WHETHER THE PROPERTY LOCATED ON 702 S 13TH STREE, TECUMSEH, OKLAHOMA, SHOULD BE REZONED FROM A-1 (Rural Agricultural District) TO R-1 (Single Family Residential District). THE PROPOSED USE OF THE PROPERTY IS A RESIDENTIAL NEW HOME, THE APPLICANT, CITY STAFF AND INTERESTED PERSONS MAY SPEAK IN FAVOR OR IN OPPOSITION TO THE REZONING. PLANNING COMMISSION RECOMMENDED APPROVE OF THE APPLICATION.
13. Consideration and action to rezone the property located at 702 South 13th Street, Tecumseh, Oklahoma, from A-1 (Rural Agricultural District ) To R-1 (Single Family Residential District).
14. Consider and possible action on Ordinance No. 879, rezoning the property at 702 South 13th Street, Tecumseh, Oklahoma from A-1 (Rural Agricultural District ) to R-1 (Single Family Residential District).
15. Consideration and possible action on declaring an emergency and approving and adopting the emergency clause for  Ordinance No. 879.
16. Discussion and possible action on scheduling a public hearing on December 1, 2025, at 6:00 p.m. for the City of Tecumseh 2026 Fiscal Year Budget. Presenting the Proposed 2026 Fiscal Year Budget for review.
17. Discussion and the Fiscal Year 2026 Proposed Budget.
18. Discussion and possible action on a Guernsey Rate Study.
19. Discussion and possible action on pay request #5 in the amount of $131,404.93 to Superior Services & Supply LLC for the Raw Water Intake Project.
20. Comments and inquiries from Council members.
21. New Business: Any matter not known about, or which could not have been reasonable foreseen prior to the time of posting the agenda.
