REGULAR MEETING

MEETING PROCEDURE:

Comments from the Public are welcome during the meeting: Comments not scheduled on the agenda will be heard under Public Comments; and Comments on all scheduled Agenda Items will be heard immediately following the presentation by Staff or Petitioner. Please wait until you are recognized by the mayor and keep comments as brief as possible. The Council will act on an Agenda Item after comments from the Staff and Public have been heard.

1. Invocation was given by Mayor Parker.

2. Flag Salute was led by Fred Sears.

3. Called meeting to order at 6:00 p.m.

4. Roll call: Farris, Stewart, Collier and Parker were all present. Bradley was absent.

5. Review of the City Manager's report.

  1. OMAG Grant for $10,000 root control for sewer lines.
  2. Flower Beds finished except for mulch, waiting on sprinkler repair.
  3. Water tower repairs are almost finished.
  4. Standpipe work to begin.


City Manager Jimmy Stokes gave his report.

6. Consent Agenda

All items listed under the consent agenda are deemed non-controversial and routine in nature by the governing body. They will be approved by one motion of the governing body. The items on the consent agenda will not be discussed. Any member of the governing body desiring to discuss an item on the consent agenda may request that it be removed from the consent agenda and placed in its proper order on the regular agenda. It will then be considered at that time.

  1. Receive and approve the minutes of the Regular City Council Meeting of April 7,2025.
  2. Review and approval of the purchase orders.
  3. Review of the Financial Statements.

7.  Consider Items Removed from the Consent Agenda for Discussion

9. PUBLIC COMMENT: The purpose of the Public Comments Section of the Agenda is for members of the public to speak to the City Council on any Subject not scheduled on the Regular Agenda. The City Council shall make no decision or discuss the matter. At the request of any Council Member, the matter may be scheduled for Council discussion and/or action at a later date. THOSE ADDRESSING THE COUNCIL ARE REQUESTED TO IDENTIFY THEMSELVES BY NAME AND LIMIT COMMENTS OR QUESTIONS TO 3 MINUTES.

10.Presentation from John Bobb-Simple, Executive Director of PoGo, concerning results from the Community Health Needs Assessment for Pottawatomie County and Community Health Improvement Plan.

Mr. John Bobb-Simple spoke about the City of Tecumseh partnering with PoGo over the survey results for our community.

11. PUBLIC HEARING TO DETERMINE WHETHER THE STRUCTURE(S) AT 122 WEST TENNYSON, TECUMSEH, OKLAHOMA, IS DILAPIDATED, CONSTITUTES A HAZARD TO THE HEATH, SAFETY, AND WELFARE OF THE GENERAL PUBLIC, CONSTITUTES A PUBLIC NUISANCE AND SHOULD BE ABATED AND TORN DOWN AND REMOVED.



The public hearing opened up at 6:26 p.m. and closed at 6:27 p.m.


12. Discussion and action to determine whether the structure(s) at 122 West Tennyson, Tecumseh, Oklahoma, is dilapidated building(s) and is detrimental to health, safety, and welfare of the general public, is a public nuisance and should be removed, establishing dates for the removal of such property, authorizing the City Manager to cause the removal of such structure, and authorizing the City Clerk to file a lien as authorized by law.


A motion was made by Collier and seconded by Stewart to declare 122 W Tennyson dilapidated and
detrimental to the health, safety and welfare of the general public and needs to be removed. Roll call:

13. PUBLIC HEARING TO DETERMINE WHETHER THE STRUCTURE(S) AT 122 WEST TENNYSON, TECUMSEH, OKLAHOMA, IS DETRIMENTAL TO THE HEALTH, SAFETY AND WELFARE OF THE GENERAL PUBLIC AND SHOULD BE ABATED AT THE OWNER'S EXPENSE.

 

Public hearing opened at 6:30 p.m. and closed at 6:31 p.m.

14. Discussion and possible action to determine whether the property at 122 West Tennyson, Tecumseh, Oklahoma, is detrimental to the health, safety and welfare of the general public and should be abated at the owner's expense, and whether the building(s) at the above-described address constitute a nuisance and should be removed and abated, establishing dates for the removal and abatement of such property, authorizing the City Manager to cause the removal and abatement of such public nuisances and authorizing the City Clerk to file a lien as authorized by law.

A motion was made by Collier and seconded by Stewart to declare 122 W Tennyson dilapidated and detrimental to the health, safety and welfare of the general public and needs to be removed. Roll call:

15.  PUBLIC HEARING TO DETERMINE WHETHER THE STRUCTURE(S) AT 809 KIMBERLEY ROAD, TECUMSEH, OKLAHOMA, IS DETRIMENTAL TO THE HEALTH, SAFETY AND WELFARE OF THE GENERAL PUBLIC AND SHOULD BE ABATED AT THE OWNER'S EXPENSE

Opened at 6:32 p.m. and closed at 6:34 p.m.

16.  Discussion and possible action to determine whether the property at 809 Kimberley Road, Tecumseh Oklahoma is detrimental to the health, safety and welfare of the general public and should be abated at the owner's expense, and whether the building(s) at the above-described address constitute a nuisance and should be removed and abated, establishing dates for the removal and abatement of such property, authorizing the City Manager to cause the removal and abatement of such public nuisances and authorizing the City Clerk to file a lien as authorized by law.

No action taken; the property was all clean before the council meeting.

17. Discussion and possible action on Payment Request #6 for Superior Services a& Supply, LLC in the amount of $43,674.05 for the New BPS  & Standpipe Improvements. Roll Call:

19.  Discussion and possible action to approve Redline Fire Equipment & Supply LLC equipment invoices in the amount of $117,782.22 for new fire truck #19441 CDBG 22.

21.  Discussion and possible action on allowing the Pottawatomie County Commissioners to apply for a grant to resurface Harrison Rd from Bob Crouch to Highway 9.

A motion was made by Stewart and seconded by Farris to allow Pottawatomie County Commissioners to apply for a grant to resurface Harrison Road between Bob Crouch and Highway 9. Roll call:

22.  Consider an executive session in accordance with OKLA. STAT. TIT. 25 § 307(B)(4) to discuss confidential communications between a public body and its attorney concerning a pending investigation, claim, or action, if the public body, with the advice of its attorney, determines that disclosure will seriously impair the ability of the public body to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest, specifically regarding Pottawatomie County Case No. CV-2024-99.

A motion was made by Collier and seconded by Stewart to approve entering into executive session at 6:46 p.m. Roll call:

23. Consider matters discussed in executive session in accordance with OKLA. STAT.
